How to request for refund?
Go to your purchase history on eBay. then click the item left side see screenshot
Then click "I didn't receive it" and the next page
But be careful, If you receive your item and you want to refund then the seller report to eBay, Then your account will be banned for cheating. Inside eBay Resolution Center you can see your all process request...

How to request for refund?
Go to your purchase history on eBay. then click the item left side see screenshot
Then click "I didn't receive it" and the next page
Click "I want a refund" add your personal message to seller and click send request.
If the seller provide money back guarantee then they are full refund your money on your paypal account.
